PAC rebuffs council`s apology over K30 million ‘plunder’

District Commissioner for Ntchisi Lusizi Nhlane has apologised to the Parliamentary Public Accounts Committee (PAC) over his Council`s failure to account for donor funds amounting to K30 million.

According a 2016 Audit Report by the Auditor General, Ntchisi District Council failed to make an explanation on the said K30 million from K68 million which the Council received from donors.

PAC Chairperson Shadreck Namalomba has turned down the apology and told the Council to produce a financial report detailing how the funds were used.

“This is the impunity that we don’t want to encourage in the country, they have failed to give information to substantiate how that K30 million was used.”

“That apology is not accepted that’s why we have demanded them to go back and come back in 30 days to provide that information to the Committee,” said Namalomba.

In his response, Nhlane has acknowledged that indeed the Council made financial errors which led to the misappropriation of the donor funds.

“We were indeed quizzed for this question, this K30 million were donor funds so the Council did not understand the question at the first.

“After the quizzing we have realised that the evidence which they want will be available and on 30th November we will bring the required evidence,” said Nhlane.
